To gain access to High Stakes treasure maps, you'll need to complete the Chapter 3 mission "The New South". Once this mission is complete, a treasure hunter NPC will appear randomly on the map. Manage to capture and steal the map off him and you'll kickstart the treasure hunt.
The treasure will always spawn regardless of treasure map purchased status. There's a hint of treasure if you don't buy the map. You can listen to its hanging sound to know its somewhere nearby hanging on ceiling.
Once you've got an animal in view, hold the right shoulder button (R1 on PS4) to study and identify the creature. This will tell you which weapon is best used for a clean kill. Next to its name will be three stars. Animals with all three stars filled in can produce a perfect pelt.

When your player reaches Rank 10, you'll be rewarded with a Treasure Map that can be collected from either the Post Office or your Camp Lockbox, revealing a chest containing Gold and RDO$.
Once you've purchased the Saint Denis Times no.47, you can enter the text 'You long for sight but see nothing into the cheats section of the Red Dead Redemption 2 menu. Keep in mind that any RDR2 cheats activated will disable the ability to unlock Achievements or Trophies for the duration of that playthrough. The good news is it won't let you save your progress, so it allows you to fully let your hair down before you get back to the adventure.
How to use cheat codes in Red Dead Redemption 2. The codes in the game are actually phrases and they can be found all over the map – you've likely crossed paths with many already without realising it. They are etchings that can be found in stone or on ice, or you can get them from buying newspapers.
Once through the door head forward, and ascend the stairs to your right. After one flight of stairs, you should come to the painting from the map. Use Accio on the hook above the painting and it will transform into a door, containing a single chest. Return to Arthur after opening the chest to complete the quest.
If that's to mainstream, you can just run into him hard enough to make him drop the map. We've had the best luck spotting him at the top of a large rock to the north-east of Riggs Station, though he can also appear in various locations between Strawberry and Valentine.
